Assessment and design of conversion & utilization of BioGas generated from FSTP

Oxfam in Bangladesh is looking for a qualified Consultant or a Consultancy Firm for “Assessment and design of conversion & utilization of BioGas generated from FSTP.” We are inviting for proposal from interested consultancy firm / individual to undertake this assignment.
Background:
Oxfam/UNHCR is operating the largest faecal sludge treatment plant (FSTP) in refugee setting located in Camp 4X in Ukhia, Cox’s Bazar. Two of its large covered anaerobic lagoons produces good quantities of biogas; currently burnt to atmosphere through locally made flare. Following to a primary investigation on scrubbing and bottling of Biogas from the lagoons early last year (2020) in collaboration with University of Newcastle; a detailed study became a necessity to utilize the biogas through most appropriate technology and viable means. Oxfam is looking for an individual or institutions/consulting firm with relevant expertise to submit expression of interest with a brief concept note that includes study methodologies, workplan and budget in order to perform the deliverables in this ToR. Objective:
To find out the most suitable technology and viable means to utilize Biogas generated from Ukhia Camp 4X FSTP as renewable energy. Deliverables are shared below.
- Assessment report based on both anaerobic lagoon’s performance efficiency with current organic loading and biogas generation rate and potentials. Suggest specific measures, operation modalities of FSTP to increase the biogas generation in future.
Develop and present a Financial and technical proposal for conversion and utilization of Biogas.
Design and drawing for all component of the biogas utilization structure. (Dwg, pdf format)
Calculate and provide detailed CAPEX and OPEX for each proposed solution.
Present both (1) study and (2) T&F proposal to BG TWG (comprise of UNHCR, Oxfam, DPHE & other stakeholder) convincingly articulating and reasoning findings and design propositions.

Proposal submission Instruction:
- The individual/firm must submit the following documents along with Technical & Financial Proposal.
- The financial proposal should include 15% VAT only. Oxfam will deduct Income Tax and VAT as per government rules and policies at source from the agreed consultancy amount for national consultant and firms.
For Individual Consultant
- Maximum 2 pages’ profile highlighting related assignment completed with client name, contract person and mobile number along with detailed CV.
- TIN certificate and any other relevant document (if necessary).
For Consultancy Firm
- Maximum 2 pages’ firm profile highlighting related assignment completed with client name, contract person and mobile number.
- Lead Consultant’s (who will lead the assignment) Maximum 2 pages CV highlighting related assignment completed, role in of the completed assignment.
- Other Team members’ (who will involve in the assignment) one paragraph short CV highlighting related assignment completed and role.
- Firm’s Certificate, TIN and VAT registration.
