Our team:
Oxfam’s Rohingya refugee response Protection team is a dynamic team consisting of technical specialists, programme staff, and volunteers. The team include Protection Monitoring specialists, General Protection staff and volunteers implementing activities under community-based protection modalities. The Youth Programme is a new component of the programme. It aims to assist the emergency response in building tools, training resources and coaching teams on youth engagement and Protection principles and standard, Protection activities, advocacy, outreach and communication.
Job purpose:
To develop tools and guidelines on youth contribution to prevention, identification, mitigation, and response to protection concerns. The job holder will provide daily technical assistance on activities led by protection team leaders and area managers in camps across Ukhiya and Teknaf, cox’s bazar. The job holder will have a regular presence in the camps and provide direct training to staff and volunteers working under the youth engagement programme. It is expected from the job holder to demonstrate an understanding of gender dynamics and feminist principles and the ability to implement protection activities with an emphasis on gender equity and justice.
Key responsibilities:
Technical
· Develop tools and guidelines for Youth Engagement in Protection activities;
· With the support of the Oxfam Youth groups and Youth CBOs develop activities and support Youth led initiatives;
· Support recruitment of Youth worker volunteers from the Rohingya and the Host Community;
· Support managing outreach, screening and the interview process of the Youth worker volunteers;
· Provide support and coaching to Oxfam Youth Engagement staff and volunteers on methods to conduct group sessions, building resilience, self-esteem and support youth engagement in positive initiatives in their community;
· Guide the team planning and development of initiatives with meaningful impacts to social and protection issues that are specific to yout;
· Develop a training guide for adults wishing to contribute to Youth protection programming including, those in leadership position, i.e., religious and community leaders;
· Contribute to protection analysis in the field, through input from Youth activities;
· Ensure program risk analyses prior to the implementation of program activities, and any policy/advocacy work;
· Participate in assessments or evaluation activities and protection focused research, as requested / required;
· Work closely with the Protection Lead, Protection Monitoring Advisor and the Technical Protection Team leader to ensure activities are complimentary to the other protection programmes and more broadly Oxfam’s humanitarian response in Cox’s Bazar;
· Contribute to the Protection monthly sitrep;
· Ensure active partnership with Youth referral agencies, and tracked referrals and response is recorded and filed safely.
Leadership
· Develop and maintain strong networks with protection actors and other relevant agencies working on Youth Engagement programmes;
· Participate in Child Protection coordination mechanisms at the camp level and share key findings and analysis with the Protection technical team and area managers
· Link with CBOs and local structures to identify, support, and strengthen Youth community-based protection mechanisms;
Management
· Make recommendations as needed to ensure Youth protection concerns are addressed;
· Together with the Ukhiya and Teknaf Area Manager, keep track of Youth engagement activities procurements and budget.

Essential - Experience, Knowledge, Qualifications & Competencies:
We are looking for a dynamic person with minimum 5 years Strong conceptual and practical understanding of protection issues and approaches in humanitarian contexts, including the constraints, sensitivities and risks associated with such work and proven involvement in humanitarian work, preferably in a humanitarian or protection role in conflict induced environments and also Proven experience in providing capacity building on youth engagement in humanitarian responses to staff and local partners. University degree at Masters level in a relevant discipline (law, international relations, sociology or any other relevant education profile). You should have excellent English verbal and written communication skills. Able to live and work in remote, insecure and logistically challenging operations and in a multi-cultural environment, with a high level of self-reliance, awareness and adaptability.
