Oxfam in Algeria – Western Sahara Crisis Programme
Oxfam has been active in Algeria’s Saharawi refugee camps since 1975 following the eruption of the Western Sahara Crisis. Its humanitarian programme in the camps has been heavily focused on food security until 2016. The programme has transitioned from emergency aid to a combination of humanitarian (focusing on WASH and Food Security) and resilience interventions with policy and influencing work locally and globally.
Given the challenging funding environment, the quantity and quality of aid in the camps, Oxfam has recently amended its strategy to further diversify and develop the programme portfolio to respond to the outstanding needs in the Sahrawi refugee camps in Algeria.
A field office is established in the area of Tindouf (Southwest Algeria) to support the operations. Additionally, an administrative support office is established in Algiers to facilitate donor engagement and provide logistic support (procurement, travel, etc).
Oxfam’s operations in Algeria’s Sahrawi refugee camps recently became part of the North Africa sub-regional programme covering Egypt, Tunisia, Algeria and Morocco. A change management process is currently taking place intending to establish a common sub-regional strategy led by a centralised support structure based in Tunis.
The Role
Oxfam is seeking a H**umanitarian Programme Manager** (HPM) with solid operational experience to represent the organisation in the Sahrawi camps in Algeria and manage its field office. The HPM will be managed by the MENA Regional Manager until the North Africa sub-region structure is finalized. The HPM will be working as part of the North Africa Senior Management Team and will provide thematic support on the emerging humanitarian issues in the sub-region. S/He will act as representative for Oxfam in Algeria on all programmatic, operational and advocacy work. The postholder will be based in Rabouni with regular travels to Algiers and Tunis.
Who we're looking for;
You will have Significant and progressive experience in humanitarian and development work including senior management responsibilities, with proven record of effective and complex management in a humanitarian response including managing budgets, staff and funding of the programme. You will also have excellent people management skills, with a good understanding of team development and proven financial management skills and Proven ability to work creatively, innovatively and effectively with limited direct supervision.
