2.0 About Workplace Health and Safety assessment
Occupational Safety and Health (OSH) is an area concerned with protecting the safety, health and welfare of people engaged in work or employment. The goals of occupational safety and health programs include fostering a safe and healthy work environment. It is a multi-disciplinary activity targeting four basic aspects namely;
The protection and promotion of workers health by preventing and controlling occupational diseases and accidents;
The development and promotion of healthy and safe work, work environments and work organizations;
Enhancement of physical, mental and social well-being of workers; and
Enabling workers to conduct socially and economically productive lives and to contribute positively to sustainable development (WHO 2010).
Occupational Safety and Health has for decades dominated international agenda prompting continued support for the International Labor Organization (ILO) to execute their mandate on behalf of the international community through regional and national governments. Among these is the protection of workers against occupational diseases and injury according to WHO (2010a). This position implies that disease and injury should neither be a norm at the workplace nor lack of resources should be used to justify non-provision of safe and healthy work environment by the employer.
A safe and healthy work environment promotes work productivity and is a key element of worker human dignity (ILO, 2010), In Kenya the government has put in place policy and legal frameworks to ensure all workplaces meet the OSH requirements as per the provisions of the OSH ACT 2007.
The recent COVID 19 Pandemic in Kenya has also informed on key measures that need to be in place at work places to mitigate against potential transmission of COVID 19 to workers while in their work place, The government has also provided guidance to employers on work place health and safety requirements for COVID 19 prevention and control that all work places should meet for appropriate approvals and certification.
Oxfam International Kenya as an organization has considered the key requirements in the policy and has over the years on an annual basis conduced OSH assessment to ensure measures are in place to mitigate against any risks that may result thereof. It is that Oxfam International is seeking for the services of a qualified firm to conduct the comprehensive OSH assessment for its office in Kenya.
3.0 Objective
In line with the Occupational Safety and Health Act, 2007, Oxfam International Kenya seeks to engage a firm to carry out both Health & Safety Assessment and Fire Audit in Oxfam International office located at Atrium Building ,2nd and 3rd Floor.
The firm will be required to carry out appropriate occupational safety and health risk assessments in relation to the safety and health of employees and present an assessment report to the Director of Occupational Safety and Health Services. The report shall include all work activities under the control of the employer that have been put in place to prevent any occupational exposure in addition to minimizing exposure to COVID-19. The report will provide details of all adopted preventive and protective measures in accordance with section 6(3), 6(4) and 6(4) of the Occupational Safety and Health Act, 2007.
4.0 Deliverables
The service provider shall:
· Conduct a health and safety audit for Oxfam International within 5 days after signing the contract
· Facilitate the renewal of all workplace certificates.
· Provide detailed assessment report and recommendations thereof if any.
· Obtain approval and relevant certification as per the occupational Safety and Health Act 2007
· Provision of Health and Safety Training namely:
a) General occupational safety and Hearth Awareness-3 sessions
b) Firesafety-3 days
c) Occupational First Aid-3 days
d) Occupational safety & Health committee training-4 days
5.0 Timelines
The OSHA audit assignment should be completed within 30 calendar days and the training assignment should be completed within a period of 5 months after signing of contract.
6.0 Firm’s Qualifications
· The firm must be registered by the Directorate of Safety and Health Services and have current and valid licenses to conduct trainings.
· Must have the members of staff approved by the Directorate of Occupational safety and Health services with relevant qualifications and give the CVs of Key personnel.
· Provide proof of having been in Health and Safety Business for the last 5 years (Must submit recommendation letters from five (5) clients)
· Meets and provides proof of meeting all legal requirements including company certificate of registration, PIN, Tax Compliance Certificate etc.
