Department Purpose
The Regional Platform (RP) of Oxfam in the Middle East and North Africa (MENA) has a mandate to:
Provide strategic leadership, management & accountability of and to Oxfam country programmes in MENA.
Deliver regional impact, developing partner relationships, brand and impact in the region through relevant influencing and advocacy work, public engagement and programming
Connect, coordinate, convene – Connect practitioners to sources of expertise, convene people to share knowledge and learnings, and coordinate capacity building initiatives
Enable operational agility and efficiency – Provide support to Oxfam country offices
Team Purpose
The RP is implementing a number of multi-country programmes (MCP) in the region. Among them, Masarouna is a multi-country programme implemented by a consortium comprised of the Arab Foundation for Freedoms and Equality (AFE), RNW Media and Oxfam Novib. The programme will be implemented in six countries/territories: Egypt, Iraq, Jordan, Lebanon, the Occupied Palestinian Territory (OPT) and Tunisia, and has as a main objective to support young people achieve more freedom to enjoy their sexual and reproductive health and rights in inclusive societies. The overall objective is to improve social justice for young people in the six countries, empowering them to reclaim civic space and speak up for their rights to make their societies more inclusive underpinned by principles of equality and non-discrimination.
In addition to this, other MCPs that have a regional component managed by the RP are: MedUP! Promoting social entrepreneurship in the Mediterranean Region; Naseej – Connecting voices and action to end violence against women and girls in the MENA Region; Developing alternatives to current socio-economic narratives that perpetuate inequality and injustice in MENA; Strides: Towards a stronger Feminist Movement is MENA; and For Inclusive and Fair COVID-19 Socio-Economic Recovery Measures in Tunisia, Lebanon and Egypt;
Activities under Masarouna, as well as other MCPs led by RP, will be mainly implemented by Oxfam country offices or country partners. It has also a regional component that is managed by the RP, implemented by partners or directly by Oxfam.
Job Purpose
The Administrative and Finance Officer will provide support to the Operations and Finance team in the RP in matters linked to the management and implementation of the multi-country programmes led by RP in MENA. It will focus mainly on responsibilities related to Masarouna given its size and involvement of RP, but will also provide support to other MCPs to a lesser extent.
Job Responsibilities
1. Finance, budgeting and compliance:
· Financial monitoring of approved budgets as per Oxfam Project Agreements (OPAs) (spending, budgeting, forecasting, reporting, etc.).
· Financial monitoring of RP partners involved in MCPs, including review of financial reports as per OPAs / donor guidelines.
· Support for the preparation of Memorandums of Understanding with implementing partners and Oxfam Project Agreements (OPA’s) with Oxfam affiliates, if needed.
· Under the lead of Business Operations and Finance Manager (BOFM), preparation of financial reports to Oxfam affiliates as per OPAs, in coordination with COs, EAs and partners.
· Coordination with relevant EAs and COs to ensure all supporting documents for financial reporting are accurate and in line with Oxfam and donor requirements (i.e. time sheets, requisition forms, payment requests, etc.).
· Support the development of budgets for future possible MCPs under the lead of programme or operations teams and RBOFM.
· lead preparation of financial forecasts and budget revision (if required) for MCPs, including identification of risks and opportunities
· Support BOFM in monitoring and ensuring co-financing commitments coherence among different programmes under RP management.
· provide support on the preparation of required documentation requested by auditors.
2. Logistics / procurement and admin:
· Liaise and coordinate with relevant Oxfam Executing Affiliate and or Country Offices for the procurement processes involved in the recruitment of consultants and others.
· Logistical support for the organisation of workshops and travels when needed.
· Any other administrative tasks related to the position.
3. Other:

Job Skills Requirements
Essential
· University degree in accounting, finance, business administration or equivalent
· At least 5 years experience working in finance in an international NGO
· Good knowledge of International NGO Financial Reporting Standards.
· Experience and skill in budgeting, project accounting, auditing and financial reporting procedures for large, multi-country programmes
· Knowledge of budgetary processes in INGOs and experience with capacity development of colleagues and partner organisations. Proven ability to analyse and synthesise complex issues.

· Proven skills in procurement, drafting contracts and compliance
· Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure.
· Must be organised and efficient.
· Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
