The role: To ensure quality of Oxfam in Myanmar’s Economic Justice Goal, including in Natural Resources Management and governance, responsible investment and Women’s Economic Empowerment. This role will work towards the goal of economic justice across all aspects of Oxfam’s programme in Myanmar, including substantial representational and policy work collectively designed to elicit sustained pro-poor change.

KEY RESPONSIBILITIES:
Leading Oxfam’s Economic Justice work in Myanmar: Working closely with partners you will lead the design of innovative and gendered Economic Justice interventions, ensuring that all programmes and projects are informed by gender and conflict analysis and as a minimum do no harm. You will work with a range of stakeholders, internal and external, on programme development and work closely with advocacy and policy teams for influencing and campaigns. Together with other stakeholders you will lead on fundraising for economic justice.
Representation: You will develop and maintain high quality relationships and partnerships for programme development and influencing, and represent Oxfam externally on issues of relevance to the Economic Justice programme.
Programme Quality: You will ensure all programmes and projects are implemented according to quality standards, that all Programme Managers and Coordinators are providing high quality support to partners, and that there is a strong monitoring, evaluation and learning framework in place, informing programme delivery as well as building evidence for advocacy. You will be responsible for submission of quality and timely donor reports, and for facilitating reflection, learning and feedback events with staff and partners, ensuring that learning informs future design and strategy.
Management: You will directly line manage a team in Yangon and provide matrix management support to field based Area Managers. You will have direct responsibility for all funding allocated to the Economic Justice programme, and you will ensure compliance at all times with all relevant policies and procedures, and contractual obligations. You will be a member of the overall country management team for Oxfam in Myanmar.
SKILLS AND COMPETENCE:
· Proven experience in the design and management of Economic Justice work – particularly Natural Resource Management, Resilience and Women’s Economic Empowerment – with a relevant university degree.
· Demonstrated ability to lead programmes that develop women’s leadership and address barriers to gender equality
· Excellent team leadership and management skills and the ability to motivate and facilitate the work of teams/colleagues.
· Excellent representational and communication skills, with a proven ability to coordinate with and influence others. This includes diplomacy and good interpersonal skills.
· Strong analytical, planning and priorisation skills – with ability to work independently with initiative and a capacity to remain calm under pressure and not lose sight of strategic priorities.
· Experience in monitoring and evaluation of programmes
· Experience of working with and developing the capacity of staff and partners
· Sensitivity to cultural differences; the ability to work in a variety of cultural contexts; committed to Equal Opportunities
· Fluency in English. Myanmar language preferred.
· Competent to work with significant levels of autonomy
· Willingness to travel and spend time in the field.
· Excellent communicator with proven ability to build relationships with a variety of stakeholders.
